All New Zealanders are welcome to make submissions including individuals, whānau, groups, schools, community networks, iwi and organisations. The Panel will reflect your views about New Zealand’s constitution in their report to Ministers at the end of the year.

To make a submission on some or all of the topics in the Panel’s terms of reference click on a topic heading in the right hand menu.

You may also make a general submission or comment on other aspects of New Zealand’s constitution in the form below. If there is sufficient interest in a constitutional topic outside the terms of reference, the Panel may report on it.
